Neutrality and municipalities

In January, Grand Rapids, Mich., issued a request for proposals (RFP) for a privately owned and operated wireless network that would be used to offer citywide broadband. Included in the RFP was a neutrality clause that read, "The network shall be open to multiple service providers and content providers on a fair and equal basis."I would like to see that neutrality clause applied to muni wireless in Minneapolis.
